We are pleased to forward March's newsletter for the Institute for Zionist Strategies. Included in the newsletter is Rinat Gilboa's position paper concerning Immigration, Family Reunification and Marriage Policy in Israel.  Also in this newsletter, is a description of a seminar conducted by the Young Leadership Program of the IZS and held at the Jewish People Policy Planning Institute (JPPPI), as well as several updates from the Knesset and the media.


Rinat Gilboa, Immigration, Family Reunification and Marriage Policy in Israel

As a Jewish and democratic nation-state dwelling in the heart of a largely hostile region and containing  within it a sizable national minority most of which does not identify with the goals and character of the State, Israel must formulate a systematic immigration policy.

Following the Second Intifada that broke out in 2000, Israel passed the Citizenship and Entry into Israel Law (Temporary Provision), which most recently passed in 2007.  This law has been   renewed repeatedly.  It is intended to restrict the entry of people from high risk areas and enemy states who marry Israeli citizens.


Against the background of  the Rubinstein Committee report which discussed the formulation of an overall immigration policy to address  an array of legitimate public interests, this position paper offers several proposals for policy concerning marriage based immigration.

IZS in the Media Activity


Yakov Faitelson on the London & Kirshenbaum show:

  Following the publication by the IZS of the addendum to his paper, Faitelson appeared on this show and spoke of his primary findings concerning the demographic transition and its effect on the balance between Jews and Arabs in Israel.

Funding of Political Activity in Israel by Foreign Governments

Last month, a bill aimed at increasing transparency regarding the funding of Israeli organizations by foreigngovernments passed in a preliminary vote of the Knesset.  The bill was submitted by MKs Ze'ev Elkin (Likud), Avraham Michaeli (Shas), David Rotem (Yisrael Beitenu) and Otniel Schneller (Kadima). 

This bill is the outcome of the study conducted by the IZS in partnership with NGO Monitor.

Seminar at The Jewish People Policy Planning Institute (JPPPI)

On 11 February, the members of the Young Leadership Program of the IZS attended a seminar held at the Jewish People Policy Planning Institute. 


  Participants were addressed by JPPPI President and Former Head of the Israeli Military Intelligence Directorate  Aharon Ze'evi Farkash, JPPPI Chairman Avinoam Bar Yosef, Former Director-General of Israel's Ministry of Foreign Affairs Avi Gil, as well as JPPPI members Dov Maimon, Shmuel Rosner and Yogev Karasenty.  During the seminar, participants were presented with developments, forecasts and challenges concerning the future of the Jewish People, both in the Land of Israel and around the world.
